Summit is the Prime Construction Engineering and Inspection (CEI) firm providing contract administration and inspection services on behalf of the N.C. Department of Transportation and N.C. Turnpike Authority for the Complete 540 Phase 1 projects, also known as the Triangle Expressway Southeast Extension. This 17.9-mile section of roadway extended the Triangle Expressway around the greater Raleigh area and has connected the municipalities of Apex, Cary, Clayton, Fuquay-Varina, Garner, Holly Springs, and Raleigh. This job consists of three projects, each with phased construction, and is in the final stages of completion. The Summit team has provided all contract administration and inspection coordination utilizing Summit staff and subconsultant personnel. In addition to providing a Resident Engineer, multiple Assistant Resident Engineers, and over 45 inspectors; Summit also provided ITS and Signals inspections, Survey Verification, and Utility Coordination services for this project. Summit’s team ramped up to 75 inspectors at peak staff. Summit has continuously developed all project inspection staff throughout the life of these projects and many staff have progressed to a higher level in their time on Complete 540. Summit has a deep roster of experienced senior staff to mentor and train our lower-level technicians and develop them into more well-rounded inspectors. As these contracts have neared completion, Summit has effectively managed inspector services to ensure these projects were constructed in accordance with all Contract documents and relevant specifications. Summit has now ramped down to less than 10 inspectors on the projects and has successfully placed our staff on other projects throughout NC. Subconsultants have also been able to shift their staff off of Complete 540 and on to new assignments over the past few months.
Summit has developed an ArcGIS Field Map application to assist in tracking discrepancy/punchlist items prior to project acceptance. This tool works by automatically generating a unique ID for every point added by Summit’s inspection staff. These points are overlaid on the project plan sheets and use GPS to allow anyone to easily and quickly locate any outstanding work. The program also allows for the inspection staff to categorize the item, as well as add photos and a description of what work is outstanding. This program is easily accessible for project inspection staff, NCDOT/NCTA staff, and the Contractors. Summit’s GIS team provides regular updates on the status of the list to assist both the Contractor and the RE Office in planning out/reviewing the remaining work. We have also developed project Dashboards to allow for a quick overview of where the remaining work stands.
